Block 4

Dec. 2, 2011

Present: Elizabeth Brown, Justin Brown, Will Dinneen, Laura Farmer, Jill Hopper, Zarni Htet, Mike Kragenbrink, Sean McKenna, Michelle Mouton, Nicole Potter, Adam Reed (vice-chair), Dee Ann Rexroat (chair), Carol Stock, Matt Zhorne

Absent: Carol Stock

Block 3 minutes: Need to change reference to KRNL EAS machine being broken – in fact, the FCC required new digital technology.

Media Updates

KRNL: Will have concerts this block and planning to merchandise T-shirts. DJs are recording station IDs to market their shows. Shows are available from 8 a.m. to midnight daily, and KRNL current has mostly evening and some afternoon slots taken by about 50 DJs doing about 40 shows for 40 hours total. There is one talk show on Monday evening and those DJs are aware of the FCC regulations. Rexroat reminded the Board that the Media Board site includes a concise explanation of libel.

Royal Purple: 39 pages plus cover and endsheets shave been submitted to the publisher. Next due date is Jan. 16, with those pages due to the editor now or at the end of Block 4. 31 seniors participated in a photo shoot. Professor Michelle Mouton offered to inform her seniors of the next date.

The Cornellian: The publication date is now Friday, rather than Monday, due to early delivery. The collaboration with The Sun is going very well. An article about how Cornell students affected the local election was published in both the Sun and The Cornellian. Kirk reported an increase in good quality articles and the staff has improved. There are 40 subscribers (up 8). The website has about 20-40 visits a month and images are up now.

Financial Updates

KRNL: There is little change except for a large pre-payment to the publisher.

Royal Purple: There is a $2 difference with the Business Office’s ledger. McKenna noted the business manager should turn in checks when they are paid rather than at the beginning of the next block.

The Cornellian: Overspent ACP trip by $47. If Royal Purple participants request reimbursement for dining, they will be paid from the fundraising account.

Reserves Account Committee: The draft bylaws were submitted by McKenna via email.

Reserve Account Procedures

  1. All medias will store reserve funds into a single Media Board reserve account.
  2. Each media will have a sub-account inside of this account.
  3. All checks disbursed from this account must be signed by the Media Board student Vice-Chair, Media Board Chair, and the Business Office.
  4. The ledger for this account will be shared among all the medias by the Vice-Chair.
  5. All transactions to the account must be recorded in a ledger before a check is written.
  6. Checks for each media must come from their respective sub-accounts.
  7. No sub-account may go below zero.
  8. If more funding is needed for one media than what is available in that media’s sub-account, the media must contact and gain permission from the chief executive/s of the other media/s for an approved portion of the other media/s sub-account/s. It is recommended to contact all respective media business managers and advisors.
  9. Deposits into the account also must be designated for a specific sub-account or for a specific media. This includes all appropriations and budget requests.
  10. Since these funds must be available at a moment’s notice, the chief executives and Media Board Chair will assign a temporary proxy to make decisions in their place when they are unable to fulfill these duties.
Constitution Committee: They are waiting to hear back from the faculty Committee on Committees regarding how to organize the charter. The faculty passed a similarly organized constitution for the Appeals Board, so this will likely be our best route to take. The split involves the charter of the committee (function & structure) and the procedures (which might be stored in the Compass). We will discuss this item as a full committee next month, once we have this information. Other suggested changes, such as leadership, will be discussed as well and will be sent out in advance.
