Student Senate Honoraria Policy

A. Definition
1. An honorarium is defined as a salary stipend-money paid to students
for a specific job.
B. Eligibility
1. Organizations are eligible to request honoraria if:
" The sole purpose of the organization is to create and provide a
product
" That product is not geared toward special interests (i.e., a political
party newsletter), and is available to a large part of the community
" That product is received beyond the Cornell campus
" No academic credit is received for the creation of that product
2. The tangibility of a "product" is not particularly relevant.
For example, a theater production is no less a "product" than
KRNL's radio waves. However, entertainment-bringing in a speaker, group,
or band-is not the same kind of "production" that merits consideration.
C. Application
1. If an organization is compatible with Media Board (i.e., a new form
of media), it must approach Media Board regarding the possibility of incorporation.
2. An organization may not request honoraria in its budget until they
have been subject to an evaluation by either Media Board or the Appropriations
Committee. These evaluations must occur no later than two weeks prior
to spring budget request deadlines.
3. Honoraria may only be requested during the spring budget process. An
applying organization must define each paid position in relation to the
creation and access of its product within its budget proposal.

1. Evaluations of each organization receiving honoraria must occur at
least once each year, during fourth block, in order to maintain honoraria
privileges.
2. If an organization is monitored by Media Board, the media head must
conduct evaluations for each staff member, and the Media Board itself
will handle evaluations of each media head.
3. If an organization is not monitored by Media Board, the Appropriations
Committee will act in its stead. The head of the relevant organization
must conduct evaluations for each staff member, and the Appropriations
Committee itself will handle the evaluations of the organization head.
4. The Appropriations Committee reserves the right to request a formal
evaluation at any time during the year.
1. The Appropriations Committee may suspend, at any time, the honoraria privileges of a particular position or an organization as a whole. This decision may be based on, but not limited to, the following:
" Failure to produce a quality product
" Evidence of poor organization or mismanagement
" Poor evaluations
